Officials set to approve new Rutter’s store along Miracle Mile
The plan for a Rutter’s Farm Store and gas station on Harrisburg Pike is expected to be approved by Middlesex Township supervisors at Wednesday night’s meeting.
The 5,200-square-foot store with 10 fueling stations would go in near the intersection of Route 11 and the Pennsylvania Turnpike next to the Giant Food Stores headquarters and Hoss’s Steak and Sea House.
The planning commission and township engineer had little issue with Rutter’s land development plan, and supervisors are set to give final approval. The company has said the new convenience store could open by the end of the year.
Rutter’s, a family-owned company based in York, still has a few changes it needs to make before the plan is approved.
The company is working on a lighting plan, which must meet the requirements of the new township lighting ordinance on indirect glare, and needs approval from PennDOT for the project.
One issue supervisors are stressing is stormwater management in that area.
“It’s pretty intense down Shady Lane,” Supervisor Don Geistwhite said. “We want to know that you’re aware of what’s going on down there.”
Engineer Bud Grove said he has been working with Rutter’s on the stormwater management issue and believes that everything is being handled.
Increased traffic was also a concern for supervisors, who have conducted a traffic study in that area. With the new development, Rutter’s plans on entering into an agreement with the two surrounding businesses on the maintenance of the traffic signal.
A few changes will be made at the Shady Lane intersection, including moving one of the utility poles, proposed right and left turning lanes and timing changes to the traffic signal that will reflect the township’s traffic study findings.
If Rutter’s receives approval for its preliminary final development plan, it will only need PennDOT approval before starting construction.
