Man arrested after incident during Carlisle Halloween Parade

A Carlisle area man was arrested Monday after he tried to take a two-year-old granddaughter from her father during the borough Halloween Parade.

Borough police say Norman Keefer, 41, of the 300 block of Mountain View Terrace, was arraigned on charges of recklessly endangering another person, harassment, disorderly conduct and public drunkenness.

Police say an officer, on duty at South and South Hanover streets at 8 p.m., saw Keefer grab the girl and take off running north away from the child’s father.

Keefer ran into a 5-year-old boy, knocking that child to the ground, before the officer chased him down and took custody of the girl, police say.

Police learned Keefer was the girl’s grandfather who was involved in a domestic child custody dispute with the father. Police say Keefer tried to take the girl from her father without legal reason.

The girl was not injured and was returned to her father minutes after the incident. The boy was not hurt.

A records department spokesman says Keefer was brought to Cumberland County Prison Monday night, arraigned on charges Tuesday morning and posted $5,000 bail Tuesday afternoon.

A preliminary hearing is scheduled for Oct. 29 before Magisterial District Judge Jessica Brewbaker.
